A MEETING REVIEWS THE MANAGEMENT OF CHEMICALS' PROGRESS

 



A series of regional meetings were held under the Strategic Approach to International Chemicals Management before the fourth meeting of the intersessional process evaluating the Strategic Approach and good management of chemicals and waste beyond 2020 and the fifth meeting of the International Conference on Chemicals Management.

Co-facilitator Thomas Jahre Sverre talked about the outcomes of VWG3 on problems of concern, which addressed ideas about the definition of "Issues of concern," submission of information to nominate an issue, the nomination procedure, initial assessment and publication of nominations, decision-making and adoption, implementation methods, tracking progress, and determining the need for further work on an issue.

A group of NGOs' proposal on "Trigger criteria" to examine current topics of concern when volunteer effort is insufficient is included in the VWG3 final report.

He claimed that if new concerns like sustainable chemistry are addressed, the phrase "Issues of Concern" may need to be revised.

Reggie Hernaus, a co-facilitator, emphasised the outcomes of discussions in VWG4 on financial considerations, which had produced proposals relating to, among other things, an integrated approach to financing, private sector involvement in chemicals and waste management, a clearinghouse mechanism to track development assistance, and strategy for resource mobilisation, including dedicated external financing.

The three pillars of an integrated approach to funding, capacity building, the financial Secretariat, and private sector participation are among the key challenges Hernaus cited as still needing to be addressed at IP4.

The group will need to think about improving text related to private sector involvement, he said, adding that the idea of a capacity-building clearinghouse was proposed but no text was formally submitted. He added that mainstreaming, the first pillar of an integrated approach is unlikely to be contentious.

Hernaus claimed that for a problem to be resolved at IP4, an official proposal is necessary.

She emphasised a three-tiered strategy that focuses on fundamental national chemical management capabilities, important industry sectors and product value chains, and connections to sustainable development challenges.
